Free ice is a better perk than it sounds. Anyone who has packed a cooler on a hot Saturday knows ice is the thing you forget, and buying a bag separately costs more than whatever discount you were chasing. Tugboat Annie's throws it in on orders over ten dollars.
The rest of the pitch is a loyalty points program, keen prices and staff who know their stock. Points are the standard private-store play in BC and they add up for anyone shopping the same place consistently. Knowing the stock is the harder thing to find and the more useful of the two, particularly if you arrive with a vague idea rather than a bottle in mind.
Geography decides who uses a shop like this. It sits well out on Westminster Highway in east Richmond, near where the city gives way to farmland and highway connections. Nobody drives across Richmond for a private liquor store, so the trade comes from people who live out that way and people already in the area for the storage yards, the industrial parks or the golf courses.
The eastern end of Westminster Highway is a dark, fast road at night with long gaps between businesses. If you are out there anyway, the stop makes obvious sense. If you are in Steveston, it does not, and there is no point pretending otherwise when there are private stores within a few minutes of almost everywhere else in the city.
