Long-standing salon in the Broadmoor Village plaza at No. 3 and Williams, the sort of place south Richmond families have used for years. Cuts, sets, perms and color, booked by phone, with free parking right at the door.

Sets are the tell. A salon still doing a proper set is serving a clientele that books the same slot every few weeks, and south Richmond has plenty of those customers, in families who have lived in the same houses since the seventies and have no interest whatsoever in driving downtown to have their hair done. High Fashion Hair has been in the Broadmoor Village plaza a long time and does the full traditional list: cuts, sets, perms and color.

Booking happens by phone rather than through an app, which tells you something about how the place runs and is worth knowing before you go hunting for an online calendar. Free parking sits right at the door. That is an ordinary detail in south Richmond and an increasingly unusual one further north, where the older plazas are being replaced by towers over underground parkades.

The plaza at No. 3 and Williams still works the way a neighborhood plaza should. It is the mall people get dropped at, the lot children learn to ride a bike across, the row of shops a family uses without ever discussing why. No. 3 Road south of Blundell moves at a completely different speed than it does up in the Golden Village, and the drive is easy from anywhere in this half of the city. That alone makes getting a haircut down here less of a production than doing it in City Centre.
